Regulations on zoning are implemented to protect ecological systems, support sustainable fisheries, and reduce conflicts among users. However, the effectiveness of such regulations depends heavily on the compliance of stakeholders—particularly fishermen, who are among the primary users of coastal waters.
This study aims to:
Analyze spatial patterns of fishermen's activities.
Assess the level of compliance with zoning regulations.
Identify factors that influence compliance or non-compliance.
Study Area: Selected coastal areas within a Marine Protected Area (MPA).
Data Collection: Participatory mapping, GPS tracking of fishing vessels, interviews, and policy document analysis.
Spatial Analysis: GIS tools were used to overlay fishing activity maps with designated zoning boundaries to determine compliance levels.
Compliance Rate: Approximately 62% of fishing trips stayed within allowed zones.
Non-Compliance Hotspots: Mostly located near high-yield fishing grounds that are inside conservation zones.
Influencing Factors:
Low awareness of zoning boundaries.
Economic dependence on traditional fishing grounds.
Insufficient law enforcement and monitoring.
The spatial analysis reveals a mismatch between the designed zones and the actual fishing behavior of local communities. Fishermen often prioritize areas with historically high productivity, even when they overlap with restricted zones. This highlights the need for more participatory approaches in zoning design and better education on regulations.
Involve fishermen in the planning and revision of zoning maps.
Improve dissemination of zoning maps with GPS-enabled devices.
Strengthen monitoring and offer alternative livelihoods to reduce dependence on restricted areas.
